[Mimedefang] Embedded Perl mode not working

Mailmunge with embedded Perl works fine on Ubuntu 22.04.  The Perl code is
significantly different from MIMEDefang, but embperl.c is pretty similar
and I can't see anything that would make Mailmunge work but MIMEDefang
fail.
