[Mimedefang] Relayed emails can't be filter!

Hi Richard,

submit.mc has this line (ubuntu distro default). I've commented out it. 
But the issue still exists.
I'm trying to understand more about MTA, and MSA.

FEATURE(`msp', `[]', `25')dnl

I test MIMEDefang by hooking into routine filter(), and writing some 
text in test file.
There's nothing in this file.

This is all content in file submit.mc (after I comment out the line msp)

Is this reasonable defaults?
