[Mimedefang] Make Relay Servers Queue

Hello,
We have two relay servers in front our primary mail server (equal MX
weight).  Both of these servers perform filtering via Sendmail/MD/SA/CL.
Right now it will not queue email if the primary mail server is down.
How can I get MD to queue valid messages until the primary is back up
(valid meaning it passed the filter tests)?  Is this a config issue with
MD or Sendmail?
