Yes, that's the whole point of greylisting - many spammers never retry.
 From my logs, I have:
 
'Rejected', 25075    (they connected, were greylisted, and never came
back)
'Accepted', 4894    (they connected, were greylisted, and successfully
tried again)
 
Also, some spammers specifically send to the lowest MX record, assuming
that you may be using a backup server at your ISP which will accept the
message, and that you may then mistakenly trust the backup server more
than the rest of the Internet.  This could account for the difference on
its own.

You should also check that any automatic rule updates you have for
SpamAssassin are run on both systems.
