OK, then I would agree that if you do not have an MD box on the edge of your
network, you should discard.  Otherwise, you should reject.  I'm going under
the assumption that there is no middle-man relay and I'm trying to save my
resources by rejecting prior to receiving the entire message.

To discard, you will need to perform the tests in filter_begin.
