Are you sure you want to do this? It means you give *everybody* permission
to RELAY through your mail server, aimed at those addresses! Why not
simply:

To:joe at example.com OK
To:fred at example.com OK

That will not interfere with regular 'who-can-relay' rules. Unless those
addresses are local, of course, in which case RELAY is simply not
applicable to begin with. :)
