Filter?  Nah... they could just offer a discount on service if you agree to a certain emails-per-day limit (25, say) - you could accumulate more than 25 in your Outbox, but they'll only be accepted for delivery at a rate of 25 per hour

If someone has a spam zombie that intercepts their credentials, that spam zombie will slam into their 25-emails-per-day limit every day, and the user WON'T BE ABLE TO SEND EMAIL AT ALL... at which point they'll call the helpdesk, who can point them to the nearest free AV provider
