That could be considered a violation of RFC 2821:
recipients buffer
The minimum total number of recipients that must be buffered is
100 recipients. Rejection of messages (for excessive recipients)
with fewer than 100 RCPT commands is a violation of this
specification.
Now, it's not clear to me that "rejecting a RCPT command with a 4xx code"
is a violation, because it says "Rejection of messages... is a violation",
but you're definitely skating on thin ice if you set MaxRecipientsPerMessage
to less than 100.
