[Mimedefang] stream_by_recipient and mail loop

Hi,

I have encounter a behavior that I don't know how to resolve.
After turning on stream_by_recipient, I see mimedefang breakdown the
list and re-send to each recipient into the clientmqueue waiting for
queue runner to run.  After Queue runner runs, mails from clientmqueue
were sent but also were requeued again until maximum mail hop reached.
Recipients are getting more than one copy of e-mail.
My submit.mc file have FEATURE(`use_ct_file') and I have defang in the
trusted-users file.  Here is a snip of my header.  Ideas and comments?
