Sendmail on Redhat 9 has Milter build in, if that was a main part of you
questions. If you meant with "libraries" the Perl modules mentioned in
the Howto, you will have to install some additional. Check which come
with RH9. For the others I recommend you use cpan2rpm tool to fetch the
Perl modules from CPAN and to create RPMs of those.
