No, you'd have to restart the multiplexor.  There would be a small
window during which messages might tempfail.  Currently, when you do
a filter reread, there is no window during which a message can't be
handled.  You should not have to restart Sendmail.

I would naturally make it a compile-time option, and if you choose to
build it in at compile-time, it would still be a run-time option to
actually use it.
