The echo command reports:

I tried both variations in the Feature line in the mc, processed via m4
and restarted sendmail each time...still nada...

What is your line in sendmail.mc file to call the access? Probably you
running Redhat, so this line is FEATURE(`access_db',`hash -T<TMPF> -o
Change it to FEATURE(access_db)dnl and test again,
or FEATURE(`access_db',`hash -T<TMPF> /etc/mail/access.db')dnl
Leave the -o out as it leads to omit the access.db if there is something
correct with it.

echo "/map access" | sendmail -bt -d39.20
Does this report any failure?
