[Mimedefang] Even hardwiring SA in mimedefang.pl doesn't do it

To give credit, the HOWTO has this:

"NOTE: If this is not the first build in this directory tree, and you have
changed any of the configuration files in the devtools/Site directory since
the last build, use the -c option ("sh Build -c") to clear the previous
build configuration. This may be the case if you forgot the site.config.m4
file the first time, or if your distribution preinstalled sendmail without
milter support."

That's what I get from following the libmilter/README instead of the HOWTO
on this part - it makes no mention of -c.

The notice could be slightly clearer if it said "changed or created" - there
by default is no file there at all, installing from sendmail sources.

Seems like "sh Build clean" in sendmail/sendmail should have, well, cleaned
that up in itself. But it didn't.
