Well, it means what it says. :-)

Either your system is a bit overloaded, causing the Perl filter to time
out, or there's a bug in the filter rules which cause an infinite (or
at least excessively-long) loop.

If it only happens occasionally, it's probably a system load issue.  If
it always happens for a particular message, it's probably a bug in the
filter rules which only sometimes gets triggered.  If it always happens
for any message, then it's definitely a filter rule bug.
