[Mimedefang] Sendmail 8.12.3 == no libmilter.a

funny. for every version of sendmail 8.12.x I *always* have to 'cd libmilter 
&& sh Build' and then sometimes I have to install files by hand cause 'sh 
Build install' doesn't catch them all.

I always assumed it was just me. Someone on another list I'm on just went 
through the same thing...
