[Mimedefang] Sendmail 8.12.3 == no libmilter.a

I built sendmail 8.12.3 with the proper APPENDDEF added to site.config.m4, 
but the Build process never made a libmilter.a.  I had to cd to libmilter/ 
and explicitly run ./Build to get it.  This did not happen with sendmail 
8.12.2.  Does anybody else see this behavior?
