It's a very nice black-box solution -- exactly what your client wants.

If your client balks at the cost, you'll need to use
action_quarantine_entire_message(), you'll need to save the MIMEDefang
spool directory somewhere, and then write a Perl script to resend the
message.  You should read the mimedefang-protocol(7) man page for
details.
