Not necessarily.  $SuspiciousCharsInHeaders is set only if a CR or a NUL
appears in a header.

I've e-mailed about the message/rfc822 problem to the MIME::Tools
maintainer; unfortunately, he seems to be swamped and is not very
responsive.
