Well, some file types might not be easily identifiable.  Yes, .exe's and
.doc's have standard preambles, so "file" can identify them.  But
.bat files and .vbs files are hard to identify, because they have no
standard preamble.  I do not know if that's a security concern, because
presumably Windows will not misinterpret a file as a .bat file
based on its contents.
