Maybe.

If the signature is signed using PGP and is just plain text in a single
MIME part, you'll probably be OK.  If it's signed using S/MIME and
the signature takes into account only actual content (rather than
headers), you'll probably be OK.  If the signed content includes
MIME headers, it will break.

I don't like action_rebuild().  I may remove it a couple of versions
down the road.
