[Mimedefang] Sendmail 8.12.3 and milter patch

In rolling my latest RPM, the comm.c patch was exactly integrated into 
Sendmail 8.12.3, and the milter.c patch was integrated with some 
dfferences (it was updated, but not exactly according to the 8.12.2 patch).
