Here's a tutorial targeted at Fedora, but the instructions should still be
mostly valid for other distros.

The important command there is rpmdev-setuptree.
If you've downloaded a tarball that supports building as an RPM, you can
build it with:
rpmbuild -tb package.tar.gz
This extracts the first .spec file from the tarball and uses it to guide
the RPM-building process.
