It is not an *official* configuration file for mimedefang. 
It should be a fedora specific configuration file used by /etc/init.d/mimedefang.
As long as you understand /etc/init.d/mimedefang , you will know how to set it.

If you turn on sender check,after  SMTP client issues  SMTP command "Mail from"
to SMTP server, SMTP server calls mimedefang ,and mimedefang will execute the 
subroutine "filter_sender" which is defined in mimedefang-filter

to SMTP server, SMTP server calls mimedefang ,and mimedefang will execute the
