Unfortunately, it would not.  Because of a quirk in milter, returning
SMFIS_ACCEPT for a RCPT command means the message goes unfiltered to
all recipients.

If you really, truly want per-recipient filtering, you need to use
one of the stream_by_xxx functions (or purchase CanIt-PRO! :-))
