[Mimedefang] patch for trying to create only once the quarantine dir

Hi,
I was looking into creating a custom get_quarantine_dir() and created
this small patch.

It seems that if you have wrong permissions in the Quarantine directory,
MD will try to create 1000 times the same directory.
The same could happend if the disk is full I think.

This patch does:
if the directory exists, just increment the counter
if does not exists, try to create only once the directory
