There is such an RFC: RFC 1894 - An Extensible Message Format for
Delivery Status Notifications
Unfortunately, not everyone uses this format. DJB, for example, thinks
that it's fine to start failure notifications with "Hi. This is the..."

(In fact, thanks to DJB, we have code in our commercial CanIt product
*specifically* to deal with the brain-dead qmail bounces... thanks a
bunch.)
