I've never heard of dnsmasq, but DNSBL queries are regular DNS
queries, so any normal caching DNS server/proxy should cache
DNSBL lookups (we use pdnsd).

It is. That's the whole point of using DNS for BLs. You make use
of an existing, proven and scalable, distributed caching database
infrastructure.
