Good. Then anyone that wants to redistribute MIMEDefang under the GPLv3
is free to do so and anyone that wants to redistribute it under the
GPLv2 is free to do so. So unless there is a problem with v2 that was
fixed in v3, I don't think there's any reason to force v3 on everyone.
