[Mimedefang] DoD finally bans HTML e-mail

The message structure came out like this:

multipart/alternative
  text/plain 362
  text/enriched 552
text/plain 363

(Mulberry displays this in a separate pane.)

The final text/plain is the list boilerplate, and isn't displayed unless I 
select it. I've got Mulberry configured to show the plain version of 
alternatives, so I have to manually select the enriched version to see that.
