[Mimedefang] Patch for 2.61 to for tick requests

Attached is a diff from 2.61 for some of the "redhat" .in files that 
adds the ability to request filter_tick be called, either singularly or 
in parallel.

I needed the tick call for cleanup of greylist entries, and I didn't 
want my changes stomped by RPM updates.  Plus, I was bored and didn't 
want to shovel any more snow.
