Not at all.  The queue mechanism is an emergency measure.  If your
server is *occasionally* overloaded, queueing requests can help it process
a bit more mail than it otherwise might have.  If your server is
*usually* going into queue-request mode, then it is overloaded and
queueing won't help all that much.
