Why would you want to do that?
If it isn't set, and none of the high bits are turned on,
then it's implicitly the default, USASCII.
If there are high-bit characters and it isn't set, then it's
ambiguous (though likely ISO-8859-1)... and you can't
reliably guess.
Fix the MUA if it's not working properly.
