With Outlook 2002 (and maybe other versions), it is possible to forward an
email, complete with all headers intact, by opening a NEW email addressed to
your intended recipient, and from that new email go to the "Insert" menu and
select "Item".  In the dialogue box that appears, scroll through and select
the message you want to pass along (it will be added as an attachment to
your "new" message.

The recipient can then open the attachment, which is the original email,
complete with full headers.  (They just then need to use "View->Options" as
noted above, to view them.)

(Agreed, it's not an intuitive process.  I have to talk my users through
this process every time I need useful info from the headers.)
