No it doesn't - the lines are out of order, so the 250 code is in response to
the RCPT TO command, and the 354 ('Enter mail, end with "." on a line by
itself' is a more normal version) is a confirmation that the system is now
waiting for a message.

There should be a further 250 code after this (usually with a 2.0.0 extended
response), a QUIT command from the sender, and a 221 Closing Connection
response from the Smart Host.  None of this was in the original post.
