My knee-jerk reaction is that perhaps the kernel doesn't have tmpfs
support compiled in or available/correctly configured as a kernel module.

It's a bit complicated to explain how you would check for that and you
should probably enlist the help of your distribution's support resources
to check for and add that support if you don't have it.
