No; TO_COMMAND.  TO_CONNECT refers to the timeout on connect() when
Sendmail is acting as an SMTP client.  TO_COMMAND refers to the timeout
when Sendmail is acting as a server and waiting for the client to issue a
command.

In RFC 2821, I read:

"An SMTP server SHOULD have a timeout of at least 5 minutes while it
 is awaiting the next command from the sender."

so the Sendmail default of one hour seems much too conservative.

TO_CONNECT of 3 seconds is way too low.  I would make it at least 30
seconds.
