No, actually.  The policy filter can also control when (if) a fact module
is executed.  So it's not true that all fact modules always run.  They
only run if (1) they're available, and (2) the policy module asks for the
fact.

So when you install a fact module, it's available.  But the policy module
has to ask for its fact before it will execute.

(In CanIt, the ordering of execution is more-or-less hard-coded, and
we always know which fact modules are installed, so it's fairly simple.)
