[Mimedefang] UNIX logging not working

I have several servers running MimeDefang and working well.   I am trying
to clone two new ones and ran into an old problem which I don't remember
how to solve.   What did I forget?
These are Sun V-880s with 8 processors and 16GB memory running Solaris 8
This is MimeDefang 2.51

I have the line
md_graphdefang_log_enable('local4');
in mimedefang-filter  and
local4.debug                                    /export2/log/mimedefang
in /etc/syslog.conf

I get the error messages
