Are you sure you aren't thinking of neutral (?all) rather than softfail 
(~all)?

Softfail indicates that you're 99% sure you've covered all the bases, 
but you want to leave an exception for cases you've missed.  "Messages 
that are not sent from an approved server should still be accepted but 
may be subjected to greater scrutiny."
