But if the domain was registered Jan 1 2004 as part of a bulk purchase, 
but not used until Sep 9 2004, it wouldn't have made it to the lists of 
known spammers until today.  A DNS list of whether it's been seen before 
would work. 

To keep it from growing too large, they could be aged out if not queried 
for more than a week or month, it could be purged.
