[Mimedefang] Can the following be done ?? (append boilerplate at start)

Has anybody modified the append_text/html_boilerplate routines to append the boilerplate at the start of the section, not at the end,
ie after the <BODY> tag or at the start of the text/plain part?

Also, the boilerplate doesn't seem to get applied if you drop a mime part in the filter routine using
  return action_drop_with_warning("$warningstring");
