[Mimedefang] Sendmail Queue Runner

The queue runner is only used to process the submission queue, which is only
necessary if you have local users or systems which send mail which originates on
the system which is running Sendmail.  Therefore, without the queue runner,
MIMEdefang will still work under normal circumstances, as it is called during
processing of the main queue.  Effectively, the submission queue is a way for
non-privileged users to get messages into the local (privileged) queue.

MIMEdefang will only use the submission queue if it has to send a new message.
The cases when this happens are when you call notify_administrator or
send_quarantine_notifications, or if you do more obscure things with the
filtering which causes you to generate completely new messages.  However, there
is no harm in keeping it on, and many other parts of your system will probably
rely on it to send notifications when something is going wrong.
