[Mimedefang] Greylisting and Unknown User Question

Is there a way to have Sendmail reject unknown users before I tempfail it
with greylisting?  Here is a log entry:

luo at stikman.com is not a known user on my system.  I would like to just
reject this mail instead of tempfail it.
