What operating system?  I know on Solaris, it's unsafe to destroy and
recreate a Perl interpreter (it segfaults.)  But it that's the case,
you should see this in your mail log:

"Cannot destroy and recreate a Perl interpreter safely on this
 platform.  Filter rules will NOT be reread."
