It is a sendmail issue.  You should make your scanning/relay
host accept mail for the domain(s) in question by including that
in the local-host-names file (the file specified in the
Fw macro which used to be sendmail.cw) or directly in the Cw
macro.  Then you forward it to the real server(s) via mailertable
or if there is only one and you do no local deliveries you
can define MAIL_HUB in sendmail.mc or set DH in sendmail.cf
for where to forward local deliveries.  Note that by doing this
you lose the ability to check valid user names as the relay
server accepts messages.  There has been some recent discussion
on the list about how to validate via smtp to the delivery
host.
