mimedefang told sendmail to tempfail the mail.  The "F" flag only accounts
for the situation where sendmail times out talking to mimedefang, or can't
connect.  If sendmail talks to mimedefang, but mimedefang can't talk
to the multiplexor, it's hard-coded in C that mimedefang requests sendmail
to tempfail the mail.
