[Mimedefang] Content filtering

Thought: Write some rules with a consistent name like (NHVTPROP_XXX) for
SpamAssassin that tag an email with proprietary informaiton.

Then do a text search on the rules that are hit for outbound email and block
those that match the rule name above.
