Those are two different things. The OP asked for a definition in the
sendmail.mc to activate the milter interface. It is not needed on
Sendmail 8.12.x to set

define(`_FFR_MILTER',`1')  or
define(`MILTER',`1')

OP, beware of the correct ticks! Those you posted are wrong.

The other issue is to define -DMILTER when compiling Sendmail. Of course
that is highly needed because otherwise Sendmail would have no milter
capability.
