That's where it is :(

An eyeball of the difference between the debug outputs from having
that line in the local.cf and the init.pre is that if it's in local.cf
the following don't appear:

registering glue method for check_uridnsbl
(Mail::SpamAssassin::Plugin::URIDNSBL=HASH(0x8b855cc))
...
debug: URIDNSBL: domain ...
debug: URIDNSBL: query ...
