At least not in my installation.

I tried this .procmailrc:

MAILDIR=$HOME/.mail
DEFAULT=$MAILDIR/.INBOX/
LOGFILE=$MAILDIR/log

:0 c
* ^From.*root
.backup/

:0
* ^From.*root
| perl $HOME/script

The mail is delivired to the folder and the script is executed, although 
"perl" is not linked in /etc/mail/smrsh.
